For the average citizen, public sector efficiency can be a nebulous concept to define, sometimes associated only with good resource management or meeting targets. However, in practice, this concept takes on different meanings. Efficiency is also revealed in the ability to coordinate different actors, make informed decisions, and generate a concrete impact on people's lives. <\/p>\n\n\n\n
Edilaine Daniel, a RenovaBR alumna and Head of Service at the S\u00e3o Paulo State Secretariat of Justice and Citizenship, is an example of this. A teacher by training, she began her career in public education, but soon realized she could go beyond the classroom. <\/p>\n\n\n\n
"Even as a young woman, I realized I could do more than teach; I could welcome and help structure families," she says. This change of course led her to public administration, where she has worked for over two decades. <\/p>\n\n\n\n
Living in the outskirts of S\u00e3o Paulo, Edilaine bases her work on listening to and experiencing the daily lives of the communities. Over the years, she has identified a central challenge: the lack of knowledge many families have about their rights and, especially, how to access them. <\/p>\n\n\n\n
\u201cCitizenship is not an abstract concept,\u201d she states. \u201cIt becomes a reality when a woman finds protection, when a young person accesses professional training, when a family receives guidance, access to rights, public policies, care, and dignity,\u201d she points out. <\/p>\n\n\n\n
This vision takes shape in her work at CIC Oeste (Citizenship Integration Center), where she has served as director for over two decades. The center brings together public services, guidance, professional training, and citizenship initiatives in one place, acting as a bridge between the government and the population. Beyond simply providing services, the CIC strives to address the real needs of the community in order to build solutions that are meaningful in people's daily lives. <\/p>\n\n\n\n
In her daily professional life, a central question arises \u2013 how to broaden the reach of public policies even in the face of budgetary limitations? The answer, according to her, lies in coordination. Edilaine began connecting the government, companies, and civil society organizations to enable projects and expand their impact. The focus became shortening the distance between good ideas and their execution. \u201cOne of the main challenges is to move from the realm of discourse to the realm of execution, without allowing the lack of budget or investment to become a reason to paralyze good initiatives,\u201d she explains. <\/p>\n\n\n\n
Often, what's lacking isn't ideas, but the capacity for planning, coordination, and monitoring. She also emphasizes the importance of navigating bureaucracies without relinquishing technical and legal responsibility. In her experience, initiatives that don't engage with the local communities tend not to be sustainable. In other words, efficiency is also about making sense to those on the front lines. <\/p>\n\n\n\n
For her, active listening is one of the keys to accurate diagnosis and planning with clear goals. This opens the door to solid partnerships committed to results. She points out that successful public leadership requires social sensitivity, but also method, responsibility, and, essentially, the ability to build bridges. <\/p>\n\n\n\n
"It is necessary to deliver with consistency, continuity and measurable impact, meeting the real needs of the population, promoting the development of the territory, acting in line with the SDGs, ESG practices and corporate social responsibility," he explains. <\/p>\n\n\n\n
\u201cQuality public policy cannot be made in isolation, inside an air-conditioned room with coffee, without dialogue with those who experience the problems on a daily basis,\u201d she states. Listening to women, young people, the elderly, community leaders, social organizations, and frontline professionals, in addition to relying on the responsible contribution of the private sector, is what allows for more informed decisions and more effective policies. <\/p>\n\n\n\n
According to her, this logic of articulation enhances results by combining different capabilities: the institutional duty of the State, the resources and structure of the private sector, and the community's concrete knowledge of its own needs. It is in this convergence that policies gain scale, legitimacy, and impact. <\/p>\n\n\n\n
This vision of collaboration has manifested itself in initiatives focused primarily on protecting women, children, and families in vulnerable situations. "Today, I direct a large part of my projects towards women and children because they are the groups that often experience the harshest forms of rights violations," she explains. Her work is also influenced by a personal experience \u2013 the alumna lost her sister to violence and transformed her grief into activism. <\/p>\n\n\n\n
Among the various projects she leads or coordinates, she highlights Wings of Freedom, carried out in partnership with airlines. The initiative enables the relocation of women at risk. As she points out, many times women need to leave their city for protection and to break the cycle of violence safely. <\/p>\n\n\n\n
In line with this theme, another example is Mulher Segura (Safe Woman), developed in partnership with hotel chains. The project offers temporary accommodation for women awaiting vacancies in confidential shelters. \u201cViolence doesn't wait for bureaucracy. When there is no immediate vacancy, this woman cannot return home. The partner hotel guarantees dignified and safe accommodation during this critical interval,\u201d she explains.<\/p>\n\n\n\n
For Edilaine, these and other achievements are only possible through building solid partnerships with the private sector, for example. According to her, the impact is concrete and immediate. Furthermore, she emphasizes that these partnerships also strengthen companies' commitment to social responsibility and ESG practices. "The private sector has a fundamental role in building solutions.
