In her second term as a state representative in S\u00e3o Paulo, Marina Helou is part of a generation of leaders who see politics not only as a space for power, but as a tool to improve people's lives and to bring the population closer to public decisions. <\/p>\n\n\n\n

A RenovaBR leader since 2018, she works guided by structural agendas such as early childhood, the environment, public safety, and the promotion of women's rights. <\/p>\n\n\n\n

Representation that translates into priorities.<\/strong><\/h3>\n\n\n\n

For Marina, her presence in politics carries a meaning beyond simply opening up space for more women in positions of power. "The importance of having more women in Brazilian politics is absolute, as it improves the quality of politics," she states. <\/p>\n\n\n\n

On the women's agenda, she works with proposals that address concrete daily challenges, such as combating harassment in schools, menstrual poverty, and expanding access to contraceptive methods. <\/p>\n\n\n\n

And despite highlighting the progress, the congresswoman emphasizes that low female representation is one of the main challenges to democracy in the country. "When we think of a representative democracy, we expect a space of power that reflects how the population is composed," she points out, noting that Brazil still has low rates of female participation compared to other Latin American countries.<\/p>\n\n\n\n

In practice, increasing the presence of women in decision-making spaces directly impacts how politics works. "This changes government priorities, the way politics is done, and the building of relationships," she explains. And she adds: "It's not just about representation, but so that girls see that they too can occupy these spaces."<\/p>\n\n\n\n

Early childhood, environment and future<\/strong><\/h3>\n\n\n\n

In the early childhood agenda, he was responsible for the approval of three important laws in the state of S\u00e3o Paulo, including the State Policy for Early Childhood Development. (Law 17.347\/21)<\/a>, and initiatives aimed at protecting children in situations of violence. <\/p>\n\n\n\n

The early childhood phase, spanning from ages 0 to 6, is considered by experts to be the most important for human development. Therefore, a unique perspective on this phase can determine the intellectual, psychological, and emotional structure of individuals in the future. <\/p>\n\n\n\n

The State Policy for Early Childhood exists to define the guidelines and competencies for the formulation and implementation of public policies for this phase of children's lives in the State of S\u00e3o Paulo. In other words, it reserves an appropriate space dedicated to the discussion of this topic within the legislative sphere. It is through this policy that public policies are derived that ensure the rights of children, aiming at their integral development. <\/p>\n\n\n\n

Its core principle is the integrated action between family, community, and public authorities, with intersectoral policies that strengthen inclusion, equity, and the protection of children against violence. Furthermore, it establishes guidelines to expand access to essential services. <\/p>\n\n\n\n

Furthermore, the congresswoman coordinates the Parliamentary Front for Early Childhood, strengthening the articulation of public policies in different municipalities. <\/p>\n\n\n\n

Contributing to the understanding that the issues being advocated are interconnected, Helou emphasizes that addressing the importance of early childhood care is also about discussing the climate of cities. In the environmental area, she contributed to the development of the State Policy for Integrated Fire Management and presented projects that reconcile sustainable development and preservation.
