For Cristiane Marques, good governance exists when there is dialogue. As a public defender and the first deputy defender general of the state of Maranh\u00e3o, she emphasizes that balancing independence and collaboration between branches of government may be a challenge for public administration, but it is essentially "key to making social justice a reality." <\/p>\n\n\n\n

With over 13 years of experience in the public defender's office, Alumni RenovaBR has dedicated her career to defending women and social justice. She currently serves as the head of the Women's Defense Center in S\u00e3o Lu\u00eds. <\/p>\n\n\n\n

"The Public Defender's Office is an institution within the justice system that provides legal assistance to vulnerable individuals. We serve women who are victims of domestic violence, the elderly, children, and people with disabilities," he explains. <\/p>\n\n\n\n

In addition to providing assistance, she highlights the institution's work in civic education. "We form groups of community leaders, who take classes on education and rights," adds Cristiane. <\/p>\n\n\n\n

This constant exchange with the public allows the Public Defender's Office to serve as a bridge between the communities' realities and the actions of other public authorities. "An important role, which I also learned during the RenovaBR training program, is to propose public policies. Because it is so close to the population, the Public Defender's Office understands their pain points and can, through institutional initiatives and projects, encourage the legislature, for example, to take action to resolve these problems," he emphasizes. <\/p>\n\n\n\n

Among the projects she leads, Cristiane cites You Fall, Woman, <\/a><\/em>conceived during her training at RenovaBR for Brazil Renewal Day, an initiative that connects women and protection networks. According to her, the initiative has already served nearly 4,000 women over its eight editions.\u00a0<\/p>\n\n\n\n

"It's an initiative of the Public Defender's Office itself, but it requires action from the entire judicial system, the executive branch, and the legislative branch," she explains. The initiative has already been recognized as a best practice for women by the Association of Women in Legal Careers and led Cristiane to the Columbia Women's Leadership Network Program. <\/p>\n\n\n\n

Governance and dialogue between powers<\/strong><\/h2>\n\n\n\n

For the defender, governance is only possible when there is ongoing dialogue between institutions. She emphasizes the importance of simultaneously maintaining a balance between the Public Defender's Office's independence and the need for coordination with other branches of government. <\/p>\n\n\n\n

"It's important that we show that institutions need to talk. Just because we're suggesting a possible path doesn't mean we should be subservient. Our role is to collaborate, but also to demand that other institutions act," he explains. <\/p>\n\n\n\n

In projects that require broad coordination, such as the ongoing initiative in Maranh\u00e3o to eradicate civil underregistration, balance and dialogue between different branches of government are essential. Cristiane explains that to bring initiatives to the state's interior, it's necessary to engage with both the Judiciary and the municipal and state executive branches.<\/p>\n\n\n\n

 "When we conduct joint efforts, we need support from the local executive branch to enable document issuance, while also relying on the judiciary to ensure notarial infrastructure. Certificates are issued through the notary offices of natural persons. Although it is linked to the judiciary, issuing ID cards requires assistance from the Public Security Department, which is the responsibility of the executive branch," he explains. <\/p>\n\n\n\n

Female leadership and purpose<\/strong><\/h2>\n\n\n\n

Cristiane also reflects on the importance of women in decision-making positions. She believes that public policies aimed at women tend to be overlooked when there are no women in management. "As a woman in a leadership position, I feel obligated to show that these issues need to be addressed. Not because we're more sensitive, but because we're competent and understand the urgency of these demands," she argues.<\/p>\n\n\n\n

She points out that Maranh\u00e3o is one of the most violent states in Brazil for women, which makes this agenda even more urgent. According to data from the report "Elas Vivem: um caminho de luta" (Women Live: A Path of Struggle), published by the Security Observatory Network, violence against women increased significantly from 2023 to 2024, and Maranh\u00e3o was one of the states that recorded the largest increase in gender-based violence cases, with an increase of 87.1%. <\/p>\n\n\n\n

"If a woman is a victim of femicide, she's not the only one who suffers. Children are orphaned and entire families are torn apart. Therefore, policies to combat violence aren't just women's issues; they're societal issues," she concludes.<\/p>\n\n\n\n
