Without resources, qualified candidates barely get off the ground, and democracy weakens before the count.<\/p>\n\n\n\n<p>O <a href=\"https:\/\/app.powerbi.com\/view?r=eyJrIjoiZmU5Zjk3NjMtNDVhZi00YzVhLTk1MWEtMTNiYWE5Njc0ZTc3IiwidCI6IjdlZGNlMzJkLTZlODgtNDMwYS1hNjU5LTVhZmZiY2QwMDIyOSJ9&amp;pageName=90359e5d7415db8d50a9\" target=\"_blank\" rel=\"noopener\">Municipal Electoral Inequality Map 2024<\/a>, conducted by RenovaBR and based on data from the TSE (Superior Electoral Court) and the IBGE (Brazilian Institute of Geography and Statistics), exposes the imbalance in city council positions, showing that women receive fewer resources for their candidacy, and this is reflected in the results at the polls. Only 6,93% of female city council candidates were elected, compared to 17,10% of men. Black and mixed-race people make up 56% of the population, but represent 46% of elected council members. In the Executive branch, the regional snapshot makes it clear where the system is most porous: among self-identified Black, mixed-race, and Indigenous mayors, representation is close to demographics in the North, with 66% of municipalities, and in the Northeast, with 51%, while the South and Southeast exhibit marked underrepresentation. Inequality has geography and color because it affects budgets, networks, and internal party decisions. Surveys by<a href=\"https:\/\/www.generonumero.media\/reportagens\/vereadores-eleitos-2024\/?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\"> Gender and Number<\/a> and analysis of the <a href=\"https:\/\/www.alziras.org.br\/publicacoes\" target=\"_blank\" rel=\"noopener\">Alziras Institute<\/a> converge in this reading by relating distribution of funds, access to structure and entry barriers.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized central-img\"><img loading=\"lazy\" decoding=\"async\" width=\"632\" height=\"536\" src=\"https:\/\/renovabr.org\/wp-content\/uploads\/2025\/09\/GRAFICO-3.png\" alt=\"\" class=\"wp-image-5987\" style=\"width:576px;height:auto\" srcset=\"https:\/\/renovabr.org\/wp-content\/uploads\/2025\/09\/GRAFICO-3.png 632w, https:\/\/renovabr.org\/wp-content\/uploads\/2025\/09\/GRAFICO-3-300x254.png 300w, https:\/\/renovabr.org\/wp-content\/uploads\/2025\/09\/GRAFICO-3-14x12.png 14w\" sizes=\"auto, (max-width: 632px) 100vw, 632px\" \/><\/figure>\n\n\n\n<p>There&#039;s one fact that seems to contradict the norm and requires context. In some mayoral races, women raised more money than men on average. As the RenovaBR survey points out, this doesn&#039;t reflect equity, but rather the concentration of resources on a few high-profile female candidates, while the majority remain underfunded. The report also describes the corrosive effect of &quot;straw man&quot; candidacies, when quotas are met on paper but the basics are denied in practice, undermining the purpose of affirmative action policies.<\/p>\n\n\n\n<p>However, there are signs of progress documented in the same report. Training programs and support networks increase competitiveness where the system fails. Among RenovaBR students, the success rate reached 16,101 TP3T, more than double the national female average, which was recorded at 6,931 TP3T according to the observed data. In the majority of campaigns, relative performance also improves when there is preparation, planning, and professional monitoring, which translates into more efficient fundraising and more strategic use of resources. Evidence suggests that training and mentoring help break vicious cycles of financial exclusion and access.<\/p>\n\n\n\n<p>If the data reflects what happened in 2024, the changes under discussion in Congress point to where we could be in 2026. The debate over the new Electoral Code could correct distortions or deepen inequalities already visible in the last municipal elections. Approved by the Senate&#039;s CCJ (Commission on the Constitution and Justice of the Judiciary), the text rekindled issues such as the return of printed ballots, the expansion of self-financing, and adjustments to quota rules, as well as provisions on disinformation and the use of artificial intelligence. As reported by JOTA and the Senate Agency, allowing high levels of self-financing and mitigating penalties for non-compliance with quotas will likely exacerbate the distortions identified in 2024, because candidates with greater private wealth and party influence will have an even greater lead. The debate is crucial and must consider what the data already shows about the impact of money on competitiveness and the composition of elected officials.<\/p>\n\n\n\n<p>The country has made little progress in achieving the level of democracy it aspires to. It&#039;s necessary to correct the course. Without effective oversight, parties will continue to defraud funds and undermine the participation of women and Black people. Without real-time transparency, we will remain blindfolded by glaring asymmetries. And finally, without continued investment in training and support networks, those not born connected to traditional structures will remain out of the game.
