Born in S\u00e3o Paulo, but with a strong presence in Rio de Janeiro, the singer is the Artistic Director of the Theatro Municipal do Rio de Janeiro and has been working since 2022 to revitalize one of the largest spaces for lyrical singing in Brazil. <\/p>\n\n\n\n<p>\u201cI have always been an artist concerned with what is necessary for the show to happen. I have also always had this focus on the well-being of my colleagues and I think that, naturally, my interest in cultural policy arose from there, without me really realizing it\u201d, says Eric.&nbsp;<\/p>\n\n\n\n<p>The artist says that even with a consolidated career, during the pandemic he felt the need to return to his studies and sought cultural production as a complement to his career. It was then that he learned about the role of managing cultural facilities. In addition to this training, Herrero believes that he uses much of what he learned in his work as a public manager, especially in terms of leadership and negotiation.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Role in the State Council for Cultural Policy of Rio de Janeiro<\/h3>\n\n\n\n<p>In charge of the Rio de Janeiro State Council for Cultural Policy, the manager explains that the main goal is to review the State Culture Plan \u2013 renewable every ten years \u2013 which is responsible for guiding the direction of culture at the state level. \u201cThe goal is to conduct a broad hearing and a major debate on this. We have to make the Council open to civil society, holding public consultations so that it is democratic and can exercise its legal function according to the<a href=\"http:\/\/alerjln1.alerj.rj.gov.br\/CONTLEI.NSF\/e9589b9aabd9cac8032564fe0065abb4\/d9efbccd9957bb9483257e8a005fc958\" target=\"_blank\" rel=\"noopener\"> Law 7 of 2015<\/a>\u201d, he points out.&nbsp;<\/p>\n\n\n\n<p>The State Council for Cultural Policy is a joint body and has elected and appointed advisors from civil society and the government, who are trained to engage in dialogue and are technically prepared to develop guidelines for cultural policy. In addition to representing the regions of the state, the council is responsible for looking at the different sectors of culture, so that it can identify the different demands.&nbsp;<\/p>\n\n\n\n<p>Herrero explains that it is important for cultural producers to be aware of the existence of this bridge between civil society and government. At the same time, it is essential for public management to participate and take the council seriously, seeking a plural and powerful construction.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Challenges of cultural policy&nbsp;<\/strong><\/h3>\n\n\n\n<p>Herrero says that the biggest challenge for cultural policy across the country is the lack of data and mapping on cultural producers and their languages. \u201cI think the biggest challenge is to create a consistent data framework so that we can develop more targeted cultural policies, making the allocation of public resources even more efficient,\u201d he explains.&nbsp;<\/p>\n\n\n\n<p>According to him, it is necessary to take advantage of the good winds of cultural advancement in Rio de Janeiro to build deeper and more solid foundations in other places as well.&nbsp;<\/p>\n\n\n\n<p>When asked about the combination of culture and political action, Herrero answers without much effort.
