Gracimeri Gaviorno, deputy mayor of Serra (ES), is an example of determination and dedication to public service. A police officer, university professor and law graduate, she has built a career marked by the pursuit of justice and inclusion. Her decision to enter politics came from a transformative experience.
“I won an award and went to London, where I was immersed in excellence in public services. There, I realized how the connection between the community and the government can make a difference in people’s lives. When I returned, I understood that I could do much more for my city through politics,” he says.
Today, as deputy mayor of the fastest growing city in Espírito Santo, Gracimeri wants to contribute to making Serra a safer, smarter and more humanized municipality.
Inclusion, safety and women's rights
Three themes define Gracimeri's work: security, inclusion and the defense of women. With a consolidated career in the area of public security, she knows firsthand the challenges faced by the population.
Furthermore, public safety continues to be one of its priorities. “Serra is a city that has grown very quickly, going from 17,000 inhabitants to 570,000 in three decades. With this rapid growth comes challenges. We need to ensure that people feel safe in their own homes and have access to opportunities within the city.”
Connecting Serra to its economic potential
Serra has a strong, industrialized economy, but many residents work outside the city. One of the new administration's goals is to bring citizens closer to opportunities within the city itself.
“We want to invest in training the population and strengthening our local economy. Many people leave Serra to work, while others come from outside to work here. Our goal is to connect our residents to opportunities within the city itself,” he explains.
In the first 100 days of government, the focus will be on education and health. “We need to improve our indicators in these two sectors and ensure that the population has access to quality public services from the beginning of the administration.”
A legacy of inspiration for women
Gracimeri has a story of overcoming adversity that serves as inspiration for other women. Raised by a single mother and facing financial difficulties, she was told that she could not attend college because she was poor. But, with effort and determination, she made it to one of the largest academic centers in the world: the University of Oxford.
“My journey was difficult. But I overcame it. I was a police officer, head of the Civil Police and now I am deputy mayor. I want women to know that they can and should occupy decision-making positions,” she declares.
For Gracimeri, each achievement should be a tribute to the women who came before and paved the way. “We need to give back to future generations everything we received from those who fought before us. We cannot miss the opportunity to make a difference.”
Gracimeri acknowledges that her entry into politics required learning. “When I was invited to enter public life, I realized that I needed to study. Brazil has lost a lot of political education for young people, so I sought knowledge to prepare myself.”
Since 2019, she has been a member of RenovaBR, where she has participated in four training courses. “RenovaBR has given me knowledge and broadened my vision of public management. Each course has taught me something new about cities, governments and the importance of communicating with the population.”
Building a safer, more prosperous and humane Serra
With a clear vision for the future, Gracimeri Gaviorno wants to help transform Serra into a safer, smarter and more sustainable city. “Our challenge is great, but I am ready to serve and give back to my community everything I have achieved.”
Her commitment to the population goes beyond politics: it is a life mission. “My story has taught me that nothing is impossible. And now, as deputy mayor, I want to ensure that all the people of Serra have opportunities to grow, learn and live with dignity.”
